The Ministry of Education and Training ( MOET , Vietnamese: Bộ Giáo dục và Đào tạo ) is the government minister responsible for the governance of general/university education and higher education (training) in Vietnam . Vocational education is controlled by the Ministry of Labor, Invalids and Social Affairs (MoLISA). The offices of the ministry are located in the center of Ha Noi, in Co Dai Viet Street. In the Vietnamese system, the MoET is responsible for the "vocational" performance and regulation of the educational institutions under it, but not for ownership or funding, with the exception of the large public universities (VNU, Vietnam National University, in Hanoi and Ho Chi Minh City, report directly to the Prime Minister's Office, not to the Ministry of Education).
Ownership and administrative/financial responsibility for most educational institutions, including all general education institutions, rests with the provinces or districts, which have substantial autonomy for many budgetary decisions under the Vietnamese constitution. Some institutions are also controlled by other central ministries, although mainly at the higher education levels (senior high school and college) Ministry of Education and Training (Vietnam)
