THE PROPOSED SOLUTION
For each HEI partner in the project, it is a matter of defining and implementing a renewed governance model that will enable it to become aware of and identify the changes and ruptures that affect its ecosystem, and therefore its own missions and activities. In order to ensure the sustainability of the model to be put in place, it is necessary to build a strategic plan and operational action plans over a period to be defined. The aim is not only to design an open university governance model, conceived as a decision support system, centered on responsible management, but also to include in this approach a political will to empower HEIs.
By deciding to take up the challenges linked to the definition and implementation of a renewed and contextualized university governance, the HEIs of the PURSEA project are resolutely committing themselves to a partnership and operational strategy, considering the diversity of the contexts specific to each HEI and relying on the richness of the expertise of the 7 European partner HEIs.
Through the support of the ERASMUS+ program, the PURSEA project aims to pool knowledge and know-how in the field of renewed and contextualized university governance to meet the challenges mentioned above, from the determination of the strategic development plan to the implementation of operational action plans, by co-constructing rigorous methodologies accompanied by relevant tools.
The support of the ERASMUS+ Capacity Building in Higher Education (CBHE) program is indeed necessary to rethink the strategic orientations of the HEIs' development plans according to the degree of empowerment, a multidimensional concept currently implemented in these two partner countries: autonomy in the definition of a new economic model, autonomy in the definition of a prospective human resources management, autonomy in the definition of a partnership policy, etc.
This explains why this project is doubly structuring in terms of both its ambition and its scope: in terms of its ambition, the support of the ERASMUS+ program creates the conditions for an in-depth transformation of renewed university governance in relation to the environment specific to each HEI; in terms of its scope, the support of the ERASMUS+ program allows for the structuring and development of expertise aimed at the development and implementation of deliverables in support of the strategic development plan of the universities Beyond the duration of the project, the aim is to create the conditions to enable the two university systems in Cambodia and Vietnam, and the HEIs attached to them, to benefit from an offer of expertise based on the deliverables produced during the project.
