HANU is a public university established in 1959. The school has four areas of training: linguistics, management, international research, and information technology. HANU educates about 8,600 students at three levels of bachelor's, master’s, and doctoral degrees through 35 training programs.
Since 2015, HANU has been implementing a pilot program for reforming operational mechanisms (also known as the Higher Education Autonomy Project) in accordance with the Prime Minister's Decision No. 377 / QD-TTg dated July 20. 3/2015. Higher education is an important strategic direction of education in Vietnam, aiming to create favorable conditions for university governance, improve the quality of comprehensive education in three main areas: training, scientific research, serving the community, accelerating the regional and international integration of Vietnamese universities.
To achieve university autonomy, governance will be the first area requiring intervention. Vietnamese universities in general and HANU in particular will have to move from operating under the state-supported annual plan to a long-, medium- and short-term strategic development plan with 100% equity.
During the three years of testing, from 2017 to 2018, HANU implemented four major projects, including one with AUF and three KA2 Erasmus+ projects:

"Integrating a Quality Approach into Higher Governance" co-funded by AUF and HANU to apply the two quality approach guidelines in university governance innovation.

"Tourism" (reference 561656-IT) to enhance the employability of graduates.

"Marco Polo" (9574027-EPP-1-2016-1-ES-EPPKA2-CBHE-JP) aims to strengthen the international cooperation of Southeast Asian universities and
"Active Learning in Engineering Education" (586297/2017) focuses on active engineering education.
HANU used these experiences to support the PURSEA project and coordinated this project with AUF to share its experience within the group and adapt the results of the different projects it has benefited from to serve innovative and effective governance.
The University of Hanoi coordinates the PURSEA project with the AUF.
- P1 is the submitting institution and is responsible for the scientific and pedagogical coordination of the project.
- P1 is co-leader of WP1 and WP10 with AUF.
- P1 supports P18 (Bordeaux Montaigne University) in the implementation of WP 9
- P1 is a member of the Implementation Office (IO), the Committee of WP Leaders (CoWoP), and the Steering Committee (CoPil).
- P1 hosts the kick-off and the first CoPil, and CoWop in Hanoi.
