The University of Toulon (UTL) is a multidisciplinary UTinstitution of higher education, excluding health, which offers about a hundred courses and has 16 research laboratories, spread over 5 campuses, 10,000 students, 500 teacher-researchers and 460 technical and administrative staff.

UTL was granted extended responsibilities and competencies in 2012. This transition to autonomy required a reform of the mode of governance, as well as a real increase in the expertise and competence of the services and a strong mobilization of the members of the university community.

In order to introduce this change, UTL has supported the staff in their career development project, while meeting the skill requirements of the institution. In order to do this, a steering department was created within the institution, which is now attached to the General Services Department, and is responsible for steering, among other things, the training policy, the organization/structuring of the university's departments, the budget, and the human resources policy, in particular with the implementation of a real forward-looking workforce and skills management system (GPEC): mapping of the jobs and skills needed to deploy the institution's strategy, training plan, ....

UTL has been present for more than 10 years in Asia, and particularly in Vietnam, with 7 delocalized degrees (1 general bachelor's degree, 4 professional bachelor's degrees and 2 master's degrees), as well as 2 double degrees, all involving 300 students.

This sustained training and research activity is based on some thirty mobility missions carried out by our teacher-researchers each year, but also on the hosting at UTL of Vietnamese and Cambodian teacher-researchers, doctoral students, students and administrative staff.

In addition, UTL has demonstrated its capacity to manage Erasmus + funds, notably the SATELIT and Vietnam Mobility programs.

 

Role in the project

UTL will be the leader of WP7, in close collaboration with P15 ITC and P4 AUF-DRACGL. The WP7 is a transversal WP: reinforcement of the competences of the personnel within the partner HEIs and accompaniment to the change, in particular the installation of a true GPEC.

In this context, UTL, with its experience in university autonomy since 2012 and the change management implemented within the university to strengthen the skills of staff, will be able to transfer its experience, methods and tools to its partner HEIs.

In this respect, it will be able to support universities in their human resources strategy by helping them to develop a continuing education offer for staff that meets the strategic needs of governance.

The training policy of an institution is an important lever for the training of all staff.
