WP 5 aims at elaborating, completing, and declining the strategies of the partner HEIs with a view, ultimately, to adopting the strategies and the multi-annual operational action plans. To do so, it is necessary to take into account the strategies already existing or being developed and to enrich them if necessary. The analyses and evaluations carried out in Work Packages 2, 3, and 4 will be used and will feed the strategies and/or operational action plans from both a quantitative and qualitative point of view.

The aim is to prepare and operationalize the strategies so that they can be translated into realistic and achievable operational action plans, and then to implement them in the following WP6. To do this, we will develop and use tools and methods adapted to the contexts.

For this lot, a close link is necessary with the management teams of each partner university which, through the intermediary of the team leaders, will have to integrate the work as well as possible at the highest level of their institution and to authorize a real decline in the functional organizations. This is the only way to ensure that the work continues beyond the project.

To organize this WP5, 3 times of intensive face-to-face work are planned, with intermediate personalized accompaniments according to the needs.

 

Tasks

  1. Following the restitution of Work Packages 2, 3, and 4, Work Package 5 will be launched during 2 days by a seminar and workshops allowing its start-up and its realization during the next 10 months (until October 2021). The internal project teams will have to identify the person who will lead the follow-up of the strategies and operational action plans for their SEA.
    Activities implemented during these 2 days at HCMV:

    • Training in the method of analysis of evaluations and in the realization and declension of strategic plans up to the action plan. The workshops are oriented on the practical application;
    • Exploitation and analysis of the work packages 2, 3, and 4 to define the elements to be considered in the declination of the existing strategies (point of improvement, evolution, transformation...) by themes.
    • Identification of training needs following the results of Work Packages 2, 3, and 4 (see activities of Work Package 7)
    • Analysis of existing strategic projects by the university to prepare/assist/enhance their development into operational action plans in line with the orientations of Work Packages 2, 3, and 4.
    • Identify the major strategic axes and associated objectives by area (Governance, Training, Administration, Human Resources, Finance...) and the relevant actions already taken.
    • Identify the levers that will enable communication and stakeholder involvement (the link between communication, quality, risks, and strategy).

    The work will continue in each partner university before the meeting in France.
