Internal self-assessment of the development strategy and activities of each HEI

Description

The WP4 aims at setting up, within each partner HEI, a self-evaluation and its analysis in order to realize a state of the art of the activities it develops and the needs to be considered.

The partner HEIs identify, as comprehensively as possible, the various issues related to their activity, particularly in the areas of training, research, cooperation and university governance.

To conduct the improvement of the methodological guide, the PESTEL tool (political (p), economic (e), social (s), technological (t), environmental (e) and legal (l)) is used, and will allow for the exhaustive identification of the main issues and challenges facing institutions, considering the provisions of the development plans and different dimensions :

  • Policy (p) legitimacy/reliability: quality of leadership, governance (professionalism, transparency, quality...)
  • Economic (e) capacity/attractiveness: dependence on external funding
  • Social (s) effectiveness/relevance: adequacy with the mental and cultural structures of the society.
  • Technological (t) effectiveness/efficiency: level of development and modernity.
  • Environmentally interactive/sustainable: responsible commitment and ecological awareness.
  • Legal (l) consistency: level of governance compliance, risk management

Tasks

  1. Elaboration of the self-assessment toolkit

    After the training-action for the realization of the WP3, two days will be dedicated to the starting of the WP4. The workshop will allow to identify the methodology of realization of the internal self-evaluation of the partner universities (planning, actors, information...)

    The stages of an internal self-evaluation are :

    • Goal setting;
    • Piloting the self-evaluation;
    • Information gathering;
    • Summary report and recommendations.

  2. Conducting the Self-Assessment at each HEI

    Team leaders implement the self-assessment at their institution. This activity is carried out over a period of 6 months. The inter-Asia 1 workshop planned in June 2020 in the framework of WP3 also supports WP4 to consolidate the work and exchange on the difficulties encountered. A regular remote support allows the European and Asian teams to work in synergy.

  3. Elaboration and drafting of a report by partner HEIs and associated SWOT

    The results of the self-evaluation are based on the quality and analysis criteria concerning the themes: accountability / attractiveness / capacity / sustainability / interactivity / effectiveness.
    A synthesis of the results then allows us to measure the strengths and weaknesses, the blockages and dysfunctions as well as the distinctive competencies of each HEI.
    It will also be necessary to identify the training needs of the staff in relation to WP7

  4. Sequence 2 - Restitution workshop and assessment of WP 4

    The workshop is planned in Ho Chi Minh (Vietnam) in November 2020 at the end of the WP2-3-4 for 3 days. Each institution will present the results of its work and share its experiences. The results will then be used to launch WP 5.
    The different reports will enrich the methodological guide transmitted to the training-action carried out in the framework of activity 4.1.
